The Minister of State for Youth and Children Affairs, Hon. Dr. Balaam Barugahara Ateenyi has condemned the act of Pius Bianca coming out in public dressed like a woman with a full-face beat, wigs and feminine outfits, before calling for the arrest of everyone enabling this behavior on a minor.
Balaam Barugahara revealed that he opened up a general inquiry file at Central Police Station (CPS) and ordered the CID who works in the Department of Gender to look for Henry Mwanje and Bianca and have them checked into a mental institution for further examination based on their behavior.
You should keep the gender that God created you in. You can’t be a man and start putting on dresses; you have to be put in a correctional center. The habit of that boy acting like a girl and putting on nails, whoever is enabling him is breaking the law.
They need to get arrested immediately and have them committed to Butabika hospital to have their heads checked out to see if they reason correctly. You might think you are arresting normal people yet they need a mental checkup, Balaam Barugahara told the media.
Pius, who identifies as Bianca, rose to fame on the popular social media platform, TikTok when Henry Mwanje started featuring him in video clips that he posted on the video-sharing platform.
Following the videos going viral, Bianca became a social media sensation and one of the most famous TikTok figures in the country.
Bianca has on many occasions appeared in public donning wigs, leggings, crop tops, nose pins, and applying makeup but continues to emphasize that he is heterosexual, denying allegations of being gay.

In one of his interviews, Bianca claimed that he started the habit of crossdressing right from childhood and his mother never said anything about it. He claimed he always turned down the male clothes bought for him, opting for his sisters’ feminine clothes every time he went out to play.
