Musician and politician Hon. Hillary Kiyaga alias Dr Hilderman has vowed not to leave parliament until the Copyright and Neighboring Rights (Amendment) Bill is tabled.
In July 2022, Dr Hilderman who represents Mawokota North was granted leave of parliament to introduce the bill and was promised that it would be passed in December that year.
Unfortunately, it has been two years since the consultations were done, something that has continuously raised eyebrows. While many people consider it a false promise, Hilderman has given an update, stating that there’s huge progress in their pursuit.
I’m not the kind of person to show off whatever I do to the people but everyone will be shocked when it finally gets tabled before parliament. People said a lot of things about me but I believed in time. So whoever said what they said, I’m just waiting for what they will say this time around when it is finally tabled, Dr Hilderman noted.
While netizens especially creatives continue to be bothered about the delay, Dr Hilderman has encouraged them, also assuring that he will not leave parliament until the bill is presented.
For a long time now, Ugandan musicians have struggled to see to it that they earn from their craft. Many have resorted to frequent State House to meet the fountain of honor who has in turn given them handouts.
Hilderman, however, believes that they will benefit from their talent if they collectively come together and fight for the copyright law which will be a long-term solution.

They just have to know that what they possess is more valuable than what they are looking for in their visits. We just have to keep fighting for it to survive. They will never get enough from the State House to compensate for their God given talent. Art is the best, he said.
